Description of the project PIC’s (Plataforma de integraciòn ciudadana) intiative began with a mapping project aiming at gathering on a digital platform information about the urban commons of Costa Rica.

The actions developed by PIC are founded on three concepts: smart, open and slow. Each of this words wants to underline a characteristic that future cities should have. PIC puts collaboration and participation at the basis of all its processes, and through its action aims at creating urban projects (virtual and built) able to improve communities’ quality of life and to fight indifference and resignation.

The methodology followed by PIC in all his projects entails three phases. The first stage aims at bringing the community to become aware of the existence of the commons and of its value, and it does so by involving people in the mapping process, by asking them information and by activating the community already existing around the resource. In a second stage people are asked to propose actions aiming at preserving and improving the commons, and in the third stage ideas are translated into actions. In all phases (and particularly in the last one) PIC tries to involve all actors and stakeholders and proposes itself as space of dialogue and collaboration between the different actors of society: associations, neighborhoods, Parliament members and universities, among others. PIC’s projects saw different interactions with local governments, ranging from support to specific projects and facilitation of co-design session to concrete support in the promotion of a civil project. The Central government is supporting PIC’s efforts for transparency, open data and participation, inviting PIC to collaborate in work sessions of the Parliament or in the sub-committees of the Presidency for the Open Government project.

PIC develops several mid-term projects around the urban commons, such as participation workshops and volunteer meetings, but their project on participation and mapping, called ÁgoraPIC, is continuously updated. PIC’s initiative is spreading around the world, as we can see from the creation of PIC Mexico, and is becoming known thanks to a work of dissemination (through TED talks and recognition of the IDB (Inter-American Development Bank), which allowed the project to reach a Latin American and global diffusion).

Name Coop MidWest
Date 2011
Description The regeneration process, which led to the transformation of an abandoned school into a cultural and community center, was activated by a a group of residents who engaged in a dialogue with the Municipality. In 2013 a Foundation was created, and more recently the cooperative became owner of the building (previously owned by the municipality). The area is a meeting point for the whole community and was imagined and built with a bottom-up approach. It contains a cultural center for music, theatre and cinema, a space for laboratories, different offices for local creative entrepreneurs and some shops. The area around the building (2 gardens and 2 squares) is developed by residents.

The project aims to foster local development and local business, and the returns from investments will remain in the district and will be used to finance additional activities and enterprises.

Name Prinzessinnengarten (Princess Garden)
Date 2009
Description Prinzessinnengarten (Princess Garden) was created on an abandoned plot of land which for decades had been used as a wasteland. The regeneration process was activated by the non-profit Nomadisch Grüne and, thanks to the participation of local residents and activists, resulted in the creation of  a social-urban-agricultural venture. The garden is not only a place where to grow vegetables, but has instead become a platform for people of the nieghborhood where it is possible to relax in an open space, go to the restaurant or to the café, see art exhibitions and music performances, attend formal and informal workshops, and much more. The place also functions as a social enterprise which currently employs 12 people.

Since 2015 a knowledge and experience creation process has been activated by The Neighborhood Academy, a self-organized open platform for urban and rural knowledge sharing, cultural practice and activism. The Academy is engaged on topics such as Local and global exchange between urban and rural communities, Commons, Right to the city, Socio-ecological transformation from the bottom-up, Self-organized learning and much more. Working with numeorus partners the Academy is currently focusing on projects such as The Arbour – A self-build experimental architecture in Prinzessinnengärten, which will serve as an open space for learning and exchange, MAZI – building local, community wireless networks, ZUsammenKUNFT – a pilot project on living and working with refugees, Moritzplatz Futures – a long-term neighbourhood oriented, social and ecological development of the site at Moritzplatz in Berlin-Kreuzberg.

Name Civic use recognition of the Montevergini Complex
Date 2016
Description In April 2017 the local administration of Palermo approved a resolution (delibera n.74, 13/04/2017) through which it recognized the experimentation of the “civic and collective urban use “of the Montevergini complex.

Since October 2016 the Montevergini complex has been directly managed as a commons by a self-governed community. Working through an assembly and a series of thematic tables, the community has drafted a regulation of collective use, which takes the form of a civic use declaration.

The urban civic uses are being experimented in different Italian and European cities, following the example of Naples, where different occupied places were recognized as commons by the local administration.

This resolution is the first important step of complex process which aims at generating a new urban paradigm based on the commons and on citizens’ participation.
